A BILL TO BE ENTITLED
AN ACT
To amend an Act providing a new ch arter for the City of Woodbin e, approved March 25,1
1996 (Ga. L. 1996, p. 3670), so as to revise the powers of the mayor; to authorize the mayor2
to vote on all matters before the city council; to provide for the mayor to select and supervise3
the city administrator; to provide for the suspension of the ci ty administrator in certain4
circumstances; to revise contracting procedures; to provide for related matters; to repeal5
conflicting laws; and for other purposes.6
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:7
SECTION 1.8
An Act providing a new charter for the City of Woodbine, approv ed March 25, 19969
(Ga. L. 1996, p. 3670), is amended in Section 3.22 by revising paragraph (7) as follows:10
"(7) Participate in the discussion of all matters brought before the city council and vote11
on all matters;"12
SECTION 2.13
Said Act is further amended in Section 4.14 by revising subsections (a) and (b) as follows:14

"(a) The mayor may appoint a city administrator, subject to the approval of the city15
council, who shall be the chief administrative officer of the c ity. The city administrator16
shall be responsible to the mayor and city council for the administration and conduct of all17
city affairs placed in his or her charge by or under the charter of the City of Woodbine or18
by and under the code or ordinances of the City of Woodbine.19
(b)(1) The city administrator shall serve for an indefinite term; provided, however, that20
the mayor may suspend the city administrator for a period not t o exceed 14 days if the21
city administrator fails to take corrective actions that the ma yor has directed the city22
administrator to take in writing. Any such suspension shall be without pay, and the23
mayor shall not have authority to suspend the city administrato r pursuant to this24
subsection more than three times in a calendar year.25
(2) The mayor and council shall affix the compensation of the position."26
SECTION 3.27
Said Act is further amended by revising Section 6.30 as follows:28
"SECTION 6.30.29
Procurement and property management.30
No contract with the city shall be binding on the city unless:31
(1) It is in writing; 32
(2)(A) Except as provided for in subparagraph (B) of this para graph, it is made or33
authorized by the city council; or34
(B) It is a contract for:35
(i) Accounting; 36
(ii) Auditing; or 37
(iii) Legal services made or authorized by the mayor;38

provided, however, for each of the types of services provided f or in divisions (i)39
through (iii) of this subparagraph, the mayor shall not have th e authority to make or40
authorize contracts in excess of $25,000.00 per year; and furth er provided that the41
mayor shall only have the power to enter into a contract pursuant to this subparagraph 42
if the city fails to meet the audit or budget reporting require ments for municipalities43
established by general law for a period of more than 12 months;44
(3) The approval pursuant to paragraph (2) of this section is entered in the city council45
journal of proceedings pursuant to Section 3.14 of this charter; and46
(4) Except for the necessity to receive city council authoriza tion, any contract made47
pursuant to subparagraph (B) of paragraph (2) of this section shall be made pursuant to48
the general procurement procedures provided for by ordinance."49
SECTION 4.50
All laws and parts of laws in conflict with this Act are repealed.51
