26 LC 129 1483 Senate Resolution 1016 By: Senators Harbison of the 15th, Rhett of the 33rd, Parent of the 44th, Orrock of the 36th, Harrell of the 40th and others A RESOLUTION Honoring the life, service, and distinguished achievements of Dr. Xavier Marquis McCaskey;1 and for other purposes.2 WHEREAS, Dr. Xavier Marquis McCaskey is a highly respected multidisciplinary clinician,3 military veteran, and Naturopathic Practitioner with more than 30 years of exemplary service,4 whose work has significantly advanced the fields of integrated behavioral health and5 whole-person healing; and6 WHEREAS, as a pioneer in Integrated Behavioral Health, Dr. McCaskey has demonstrated7 extraordinary expertise across a broad spectrum of disciplines, including psychoanalysis,8 psychometry, psychopharmacology, infectious diseases, and educa tional psychology,9 contributing to a more comprehensive understanding of mental and physical wellness; and10 WHEREAS, in 1993, he co-founded the Healing Minds Institute alongside his late wife, the11 esteemed Dr. Ronisha Anderson McCaskey, establishing a legacy r ooted in holistic,12 culturally responsive, and transformative care that continues to impact countless individuals13 and families; and14 S. R. 1016 - 1 - 26 LC 129 1483 WHEREAS, Dr. McCaskey has continually expanded his knowledge an d professional15 excellence through advanced academic achievement, earning a Dip loma in Naturopathic16 Medicine from the University of Naturopathic Medicine (2026); a Master of Science in17 Infectious Diseases (2026); a Master of Science in Psychopharma cology (2026); a Master18 of Science in Educational Psychology (2024); a Doctor of Philosophy in Pastoral Counseling19 and Human Services from Andersonville Seminary (2009); and a Ma ster of Science in20 Counseling from Capella University (2011); and21 WHEREAS, his clinical and scientific specializations include naturopathic medicine utilizing22 elemental thermal therapy for somatic restoration and nervous s ystem regulation,23 psychopharmacology, infectious disease integration, educational psychology and24 psychometry, and clinical sexology, through which he has improved diagnostic precision and25 treatment outcomes for diverse populations; and26 WHEREAS, as Chief Executive Officer of the Ronisha Anderson McCaskey Natural Healing27 Institute, Dr. McCaskey continues to honor and advance the enduring legacy of his late wife28 by promoting innovative, holistic approaches to health and wellness; and29 WHEREAS, his commitment to community service is evident through decades of frontline30 work in gang intervention, criminal justice reform, and culturally centered healing initiatives,31 as well as his active membership in Phi Beta Sigma Fraternity, Incorporated, and the32 Association of Black Psychologists; and33 WHEREAS, Dr. McCaskey has also demonstrated distinguished military service, serving his34 nation honorably as a Captain in the United States Coast Guard, a Captain in the United35 States Army, and an Ensign in the United States Navy, exemplifying leadership, discipline,36 and dedication across multiple branches of the Armed Forces; and37 S. R. 1016 - 2 - 26 LC 129 1483 WHEREAS, his life's work is deeply inspired by and dedicated to the memory of his late38 wife, Dr. Ronisha Anderson McCaskey, whose vision and brillianc e helped shape his39 philosophy and mission to develop the "Complete Man" through ho listic healing and40 personal transformation; and41 WHEREAS, Dr. Xavier Marquis McCaskey's unwavering commitment to service,42 scholarship, leadership, and community advancement has earned h i m t h e r e s p e c t a n d43 admiration of colleagues, patients, and communities throughout the nation.44 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body45 commend Dr. Xavier Marquis McCask ey for his outstanding contrib utions to healthcare,46 military service, and community leadership, and extend their sincerest appreciation for his47 enduring impact on the lives of others.48 BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed49 to make an appropriate copy of this resolution available for di stribution to Dr. Xavier50 Marquis McCaskey.51 S.
