26 LC 112 4052 Senate Resolution 1023 By: Senator Mangham of the 55th A RESOLUTION Recognizing March 25, 2026, as Atlanta Earth Day and Women's Celebration at the Capitol1 Day; and for other purposes.2 WHEREAS, Georgia communities increasingly face rising temperatures and the urban heat3 island effect, resulting in higher rates of heat stress and heat-related mortality; and4 WHEREAS, these risks disproportionately impact vulnerable group s, including older5 women, pregnant women, unaccompanied female adults, outdoor wor kers, female farm6 workers, warehouse workers, and disabled and low income community members with limited7 access to cooling or transportation; and8 WHEREAS, heat-related illness and death can be significantly re duced through greater9 public understanding of heat risks, effective preparedness, and coordinated community10 planning; and11 WHEREAS, the cities and counties of the State of Georgia currently lack Heat Action Plans12 or designated Chief Heat Officers to lead heat prevention, resp onse, and adaptation13 strategies; and14 S. R. 1023 - 1 - 26 LC 112 4052 WHEREAS, expanding risk literacy in public spaces such as libra ries and government15 institutions, and through government-supported media partners, is essential to helping the16 public recognize and respond to heat hazards, thereby protectin g lives and strengthening17 community heat resilience; and18 WHEREAS, Hugi Hernandez and the Egreenews team have created hundreds of educational19 videos using generative AI that enhance risk literacy and empow er residents to make20 informed decisions during extreme heat events; and21 WHEREAS, Atlanta Earth Day and Women's Celebration at the Capitol Day bring together22 elected officials, students, and the business community, including climate tech professionals,23 disaster remediation, and disability and gender diversity leaders, to highlight the need for a24 statewide Heat Action Plan for Georgia and to advance public risk awareness initiatives; and25 WHEREAS, Georgia influencers and partners—including Evan Robert Brown, Dr. Cynthia26 Harper, Rebecca Knight-Duffy, Dr. Jasmine Clark, Kyle Dickson, Professor Angelia27 Pressley, the Apex Museum, Zero Hour LLC, the Latinos in Inform ation Technology28 Association, and EdisasterX—play a vital role in promoting risk literacy and supporting the29 creation of an ongoing Heat Action Plan for the state.30 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body31 recognize March 25, 2026, as Atlanta Earth Day and Women's Celebration at the Capitol Day32 and commend Hugi Hernandez, the founder of Egreenews, and their friends and partners for33 promoting risk literacy and supporting the creation of a Heat Action Plan for the people of34 Georgia.35 S.
