26 LC 39 5119 House Resolution 1894 By: Representatives Jasperse of the 11 th, McDonald III of the 26 th, Hagan of the 156 th, LaHood of the 175th, and Cox of the 28th A RESOLUTION Creating the House Study Committee on the Basic Building Blocks of Transportation; and1 for other purposes.2 WHEREAS, the State of Georgia has grown to over 11 million people and nearly 350 million3 daily vehicle miles traveled across state, county, and city roads; and4 WHEREAS, the Department of Transportation estimates spending approximately $63 billion5 on projects over the next 20 years as part of their Freight and Logistics Implementation Plan;6 and 7 WHEREAS, the building block materials for highway construction include asphalt, concrete,8 and aggregates, such as sand, gravel, and crushed stone; and9 WHEREAS, the costs of these building blocks have escalated, suc h that in every project,10 large and small, urban, suburban, and rural, the dollar doesn't go as far; and11 WHEREAS, it is in the best interest of the state to study the c ost increases and reduced12 effectiveness of our dollars in transportation; and 13 H. R. 1894 - 1 - 26 LC 39 5119 WHEREAS, contracts for highway construction projects are comple x undertakings that14 impact the parties involved and the general public; and 15 WHEREAS, movement of existing infrastructure such as utilities often impacts the time 16 required for the completion of highway construction projects; and 17 WHEREAS, examination of the utility adjustment schedule that is used in highway18 construction contracts in Georgia should be done to determine i f such projects could be 19 completed in less time; and 20 WHEREAS, study and analysis is needed on oversight, management, and operations of21 highway construction projects in Georgia and the policies or laws governing the Department22 of Transportation that could be amended to keep projects on time and on budget.23 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:24 (1) Creation of House study committee. There is created the House Study Committee25 on the Basic Building Blocks of Transportation.26 (2) Members and officers. The committee shall be composed of 12 members of the27 House of Representatives to be appointed by the Speaker of the House of28 Representatives. The Speaker shall designate a member of the committee as chairperson29 of the committee.30 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,31 issues, and problems mentioned above or related thereto and recommend any action or32 legislation which the committee deems necessary or appropriate.33 (4) Meetings. The chairperson shall call all meetings of the committee. The committee34 may conduct such meetings at such places and at such times as it may deem necessary or35 H. R. 1894 - 2 - 26 LC 39 5119 convenient to enable it to exercise fully and effectively its powers, perform its duties, and36 accomplish the objectives and purposes of this resolution.37 (5) Allowances, expenses, and funding.38 (A) The legislative members of the committee shall receive the allowances provided39 for in Code Section 28-1-8 of the Official Code of Georgia Annotated.40 (B) Members of the committee who are state officials, other than legislative members,41 or who are state employees shall receive no compensation for th eir services on the42 committee, but they may be reimbursed for expenses incurred by them in the43 performance of their duties as members of the committee in the same manner as they44 are reimbursed for expenses in their capacities as state officials or employees.45 (C) The allowances authorized by this resolution shall not be received by any member46 of the committee for more than six days unless additional days are authorized. Funds47 necessary to carry out the pr ovisions of this resolution shall come from funds48 appropriated to the House of Representatives; except that funds for the reimbursement49 of the expenses of state officials, other than legislative memb ers, and for the50 reimbursement of the expenses of state employees shall come from funds appropriated51 to or otherwise available to their respective agencies.52 (6) Report.53 (A) In the event the committee adopts any specific findings or recommendations that54 include suggestions for proposed legislation, the chairperson shall file a report of the55 same prior to the date of abolishment specified in this resolut ion, subject to56 subparagraph (C) of this paragraph.57 (B) In the event the committee adopts a report that does not i nclude suggestions for58 proposed legislation, the chairperson shall file the report, subject to subparagraph (C)59 of this paragraph.60 (C) No report shall be filed unless the same has been approved prior to the date of61 abolishment specified in this resolution by majority vote of a quorum of the committee. 62 H. R. 1894 - 3 - 26 LC 39 5119 A report so approved shall be signed by the chairperson of the committee and filed with63 the Clerk of the House of Representatives.64 (D) In the absence of an approved report, the chairperson may file with the Clerk of the65 House of Representatives a copy of the minutes of the meetings of the committee in lieu66 thereof.67 (7) Abolishment.
