A RESOLUTION
Recognizing and commending Representative Carl Wayne Scott Gill iard; and for other1
purposes.2
WHEREAS, Representative Carl Wayne Scott Gilliard has long been recognized by the3
citizens of this state for the vital role that he has played in leadership and his deep personal4
commitment to the welfare of the citizens of Georgia; and5
WHEREAS, he has diligently and conscientiously devoted innumerable hours of his time,6
talents, and energy toward the betterment of his community and state as evidenced7
dramatically by his superlative service with the Georgia House of Representatives; and8
WHEREAS, Representative Gilliard was born and raised in Savannah, Georgia, a community9
he remained deeply devoted to; and 10
WHEREAS, throughout his life he has played a significant role i n establishing numerous11
programs and initiatives that strengthen and uplift his hometown; and 12

WHEREAS, he attended Morris Brown College, in Atlanta, Georgia, where he met Reverend13
Hosea Williams, who became his lifelong mentor and a had a profound impact on his life;14
and 15
WHEREAS, following college, Representative Gilliard returned to Savannah and founded16
the positive rap group Candy Love, using music as a platform to combat violence in his17
community and produce public service announcements; and 18
WHEREAS, in addition to his work with Candy Love, he wrote and produced gospel plays19
and hosted several radio and television programs; and 20
WHEREAS, in 2016, Representative Gilliard was sworn in as a mem ber of the Georgia21
House of Representatives, representing District 162; and 22
WHEREAS, during his tenure, Representative Gilliard championed landmark legislation,23
including the Blind Bill, protecting the rights of blind parents; House Bill 750, the Chatham24
County Legislative Gang Prevention and Intervention Commission; and House Bill 47925
which repealed Georgia's Citizens Arrest Law; and 26
WHEREAS, Representative Gilliard has served with honor and distinction with the Georgia27
House of Representatives, and his vision and unyielding commitment to the citizens of the28
State of Georgia will be sorely missed upon the occasion of his retirement.29
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body30
recognize and commend Representative Carl Wayne Scott Gilliard for his efficient, effective,31
unselfish, and dedicated public service to the State of and extend the most sincere best wishes32
for continued health and happiness.33

BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed34
to make an appropriate copy of this resolution available for di stribution to Representative35
Carl Wayne Scott Gilliard.36
