26 LC 65 0098 House Resolution 1946 By: Representatives Davis of the 87th, Scott of the 76th, and Schofield of the 63rd A RESOLUTION Creating the House Study Committee on Constituent Services Mode rnization and1 Accountability; and for other purposes.2 WHEREAS, members of the General Assembly provide year-round assistance to constituents3 seeking help navigating state agencies, accessing public servic es, and resolving issues4 affecting their families, businesses, and communities; and5 WHEREAS, constituent services are a core function of representative government and play6 an essential role in ensuring access to state government for all Georgians; and7 WHEREAS, the current framework for administering constituent se rvices varies across8 legislative offices and delegations and may benefit from modernization, standardization, and9 improved technological support; and10 WHEREAS, many state legislatures across the nation utilize cent ralized systems,11 standardized case management tools, and structured operational support to improve12 constituent engagement and service delivery; and13 H. R. 1946 - 1 - 26 LC 65 0098 WHEREAS, it is the responsibility of the General Assembly to en sure that constituent14 services are delivered in a transparent, efficient, and account able manner that serves all15 Georgians equally; and16 WHEREAS, further examination of best practices, fiscal implicat ions, and constitutional17 considerations related to the structure and funding of constitu ent services would assist the18 General Assembly in developing sound policy recommendations.19 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:20 (1) Creation of House study committee. There is created the House Study Committee21 on House Study Committee on Constituent Services Modernization and Accountability.22 (2) Members and officers. The committee shall be composed of five members of the23 House of Representatives. Three of such members shall be appointed by the Speaker of24 the House of Representatives. Two of such members shall be appo inted by the House25 Minority Leader. The Speaker shall designate a member of the committee as chairperson26 of the committee.27 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,28 issues, and problems mentioned above or related thereto and recommend any action or29 legislation which the committee deems necessary or appropriate.30 (4) Meetings. The chairperson shall call all meetings of the committee. The committee31 may conduct such meetings at such places and at such times as it may deem necessary or32 convenient to enable it to exercise fully and effectively its powers, perform its duties, and33 accomplish the objectives and purposes of this resolution.34 (5) Allowances and funding.35 (A) The legislative members of the committee shall receive the allowances provided36 for in Code Section 28-1-8 of the Official Code of Georgia Annotated.37 H. R. 1946 - 2 - 26 LC 65 0098 (B) The allowances authorized by this resolution shall not be received by any member38 of the committee for more than five days unless additional days are authorized. Funds39 necessary to carry out the provisions of this resolution shall come from funds40 appropriated to the House of Representatives.41 (6) Report.42 (A) In the event the committee adopts any specific findings or recommendations that43 include suggestions for proposed legislation, the chairperson shall file a report of the44 same prior to the date of abolishment specified in this resolut ion, subject to45 subparagraph (C) of this paragraph.46 (B) In the event the committee adopts a report that does not i nclude suggestions for47 proposed legislation, the chairperson shall file the report, subject to subparagraph (C)48 of this paragraph.49 (C) No report shall be filed unless the same has been approved prior to the date of50 abolishment specified in this resolution by majority vote of a quorum of the committee.51 A report so approved shall be signed by the chairperson of the committee and filed with52 the Clerk of the House of Representatives.53 (D) In the absence of an approved report, the chairperson may file with the Clerk of the54 House of Representatives a copy of the minutes of the meetings of the committee in lieu55 thereof.56 (7) Abolishment.
