Senate Resolution 1059

A RESOLUTION
Recognizing and commending Chief Torrance Garvin; and for other purposes.1
WHEREAS, Chief Torrance Garvin served with honor and distinction for 34 years with the2
Savannah Police Department, culminating in his role as Chief of Police; and3
WHEREAS, throughout his extensive tenure, he held numerous positions across a wide range4
of divisions, including the Crime Suppression Unit, Recruiting Unit, Special Investigations5
Section, Violent Crimes Task Force, and the Criminal Investigat ions Division, advancing6
through the ranks of sergeant, lieutenant, and captain; and7
WHEREAS, he further strengthened his leadership and professional development through8
his completion of Leadership Savannah and the International Ass ociation of Chiefs of9
Police's Leadership in Police Organizations Course; and10
WHEREAS, he has maintained active involvement in professional o rganizations such as11
NOBLE, the National Organization of Black Law Enforcement Execu tives, as well as the12
Georgia Chiefs of Police Association; and13

WHEREAS, this distinguished gentleman has given inspiration to many through his high14
ideals, morals, and deep concern for his fellow citizens, and he possesses the vast wisdom15
which only comes through experience and the strength of charact er which is achieved16
through overcoming the many challenges of life; and17
WHEREAS, he is a person of magnanimous strengths with an unimpeachable reputation for18
integrity, intelligence, fairness, and kindness; and19
WHEREAS, it is abundantly fitting and proper that gratitude is expressed for the unique and20
often unheralded contributions of local law enforcement profess ionals on behalf of the21
citizens of this state.22
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body23
recognize and commend Chief Torrance Garvin for his decades of efficient, effective,24
unselfish, and dedicated public service to the City of Savannah and extend the most sincere25
best wishes for continued health and happiness.26
BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed27
to make an appropriate copy of this resolution available for di stribution to Chief Torrance28
Garvin.29
