26 LC 112 4162 House Resolution 2020 By: Representatives Stephens of the 164th, Jackson of the 165th, and Petrea of the 166th A RESOLUTION Recognizing and commending Representative Carl Gilliard; and for other purposes.1 WHEREAS, Representative Carl Gilliard has long been recognized by the citizens of this2 state for the vital role that he has played in leadership and his deep personal commitment to3 the welfare of the citizens of Georgia; and4 WHEREAS, currently serving his fourth term representing House D istrict 162,5 Representative Gilliard is widely recognized as one of the most productive democratic6 lawmakers in Georgia, often referred to as the "James Brown of the Georgia General7 Assembly" for his relentless work ethic; and8 WHEREAS, his exemplary legislative portfolio includes impactful measures such as the9 Savannah State Farmers Market Authority, the Weeping Time Cultu ral Heritage Corridor10 Authority, the Savannah Music Commission Act, the Original 33 M emorial Act, and the11 Autism Missing Persons Alert Act, among others; and12 WHEREAS, he was elected as chairman of the Georgia Legislative Black Caucus in 2023,13 and his leadership has since helped elevate it to the largest Black caucus in the nation; and14 H. R. 2020 - 1 - 26 LC 112 4162 WHEREAS, he has further served his fellow citizens as founder of Candy Love, the nation's15 first positive rap group; Project Love, a youth development org anization; and Feed the16 Hungry, a 501(c)(3) nonprofit dedicated to feeding, restoring d ignity, and uplifting the17 working poor; and18 WHEREAS, Representative Gilliard's significant organizational a nd leadership talents,19 remarkable patience and diplomacy, keen sense of vision, and sensitivity to the needs of the20 citizens of this state have earned him the respect and admirati on of his colleagues and21 associates; and22 WHEREAS, he has served with honor and distinction with the Geor gia House of23 Representatives, and his vision and unyielding commitment to the citizens of Georgia will24 be sorely missed upon his retirement; and25 WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this26 remarkable and distinguished Georgian be appropriately honored.27 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that28 the members of this body recognize and commend Representative C arl Gilliard for his29 efficient, effective, unselfish, and dedicated public service t o the State of Georgia;30 congratulate him upon the grand occasion of his retirement; and extend the most sincere best31 wishes for continued health and happiness.32 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized33 and directed to make an appropriate copy of this resolution ava ilable for distribution to34 Representative Carl Gilliard. 35 H.
