A RESOLUTION
Recognizing and commending Pastor Terry Woodard for his outstan ding service and1
leadership in Clayton County; and for other purposes.2
WHEREAS, Pastor Terry Woodard is the Founder and Senior Pastor of Victory In Christ3
Ministries (The VIC) and Victory Hope House, where he has faith fully served the4
community since relocating the ministry to Riverdale, Georgia, in June 2016; and5
WHEREAS, as a proud resident of Clayton County for more than 30 years, Pastor Woodard6
has demonstrated unwavering dedication to uplifting the lives o f residents through both7
spiritual guidance and tangible community support; and8
WHEREAS, Pastor Woodard also serves as Vice President of the Association of Christian9
Ministers of Clayton County, further extending his leadership a nd collaboration among10
faith-based organizations throughout the region; and11
WHEREAS, as a bi-vocational pastor and business owner, Pastor Woodard leads with a heart12
for service, establishing and sustaining impactful outreach initiatives including weekly food13
pantry distributions, the "Hope Outlet" clothing and household goods ministry, annual14

back-to-school backpack drives, and seasonal programs that prov ide critical resources to15
families in need; and16
WHEREAS, Pastor Woodard is a steadfast community advocate who b elieves that17
meaningful and lasting improvements are achieved through strong partnerships between local18
government and nonprofit organizations, working collaboratively to ensure that vital services19
are adequately resourced and accessible; and20
WHEREAS, through his ministry and leadership, Pastor Woodard is committed to advancing21
sustainable solutions that go beyond meeting immediate needs, striving to empower families22
toward homeownership, financial freedom, and long-term stability; and23
WHEREAS, in addition to his many professional and civic responsibilities, Pastor Woodard24
values family and community, enjoying time with his grandchildren and engaging in personal25
pursuits such as motorcycle riding; and26
WHEREAS, Pastor Woodard's roles as Senior Pastor, founder of key community outreach27
programs, business owner, and advocate exemplify the highest st andards of service,28
leadership, and compassion.29
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that30
the members of this body recognize and commend Pastor Terry Woodard for his outstanding31
contributions to the citizens of Clayton County and the State of Georgia as well as honor his32
enduring commitment to service, faith, and community empowerment.33

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized34
and directed to make an appropriate copy of this resolution available for distribution to Pastor35
Terry Woodard.36
