HR2027: HR2027 Kemp, First Lady Marty; commend

26 LC 112 4174 House Resolution 2027 By: Representatives Bazemore of the 69th, Jones of the 47th, Hugley of the 141st, Smith of the 70th, and Carter of the 93rd A RESOLUTION Commending First Lady Marty Kemp; and for other purposes.1 WHEREAS, First Lady Marty Kemp has led a coordinated and sustained effort in the State2 of Georgia to combat human trafficking through legislative init iatives, enforcement3 strategies, and victim-centered programs that strengthen protec tions for survivors and4 increase accountability for offenders; and5 WHEREAS, beginning in 2019, key legislation expanded protection s for child victims by6 allowing emergency care without court order, prohibiting the pr osecution of minors for7 prostitution, and increasing penalties for crimes against children, while subsequent measures8 provided survivors the ability to restrict access to arrest records, vacate convictions tied to9 their victimization, and pursue private name changes to rebuild their lives; and10 WHEREAS, her leadership led to the establishment of the GRACE C ommission and the11 Human Trafficking Prosecution Unit in 2019, which has recovered over 200 children and12 secured more than 70 convictions, as well as the Human Exploitation and Trafficking Unit13 in 2020; and14 H. R. 2027 - 1 - 26 LC 112 4174 WHEREAS, in 2025, further legislative action ensured that the c ommercial sexual15 exploitation of children is pros ecuted as human trafficking, re presenting the tenth16 trafficking-related measure advanced under her leadership and adopted unanimously by the17 General Assembly; and18 WHEREAS, these efforts have additionally been supported by the development of numerous19 victim care initiatives, such as the establishment of Grace's P lace in Gwinnett County, a20 residential facility providing housing and comprehensive servic es to sexually exploited21 children in foster care; and22 WHEREAS, the leadership demonstrated through these legislative, enforcement, and victim23 support efforts has greatly strengthened the State of Georgia's response to human trafficking24 and improved outcomes for survivors; and25 WHEREAS, it is abundantly fitting and proper that the outstandi ng contributions of First26 Lady Marty Kemp in advancing anti-human trafficking efforts and protecting vulnerable27 individuals be appropriately honored.28 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that29 the members of this body commend First Lady Marty Kemp for her exemplary leadership30 in combating human trafficking in the State of Georgia as well as extend best wishes for31 continued success.32 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized33 and directed to make an appropriate copy of this resolution available for distribution to First34 Lady Marty Kemp.35 H.
