13-11-3. Contractors’ and subcontractors’ entitlement to payment.

  1. Performance by a contractor or subcontractor in accordance with the provisions of his or her contract and the satisfaction of the conditions of his or her contract precedent to payment entitles such person to payment from the party with whom he or she contracts.
