(a) The department is authorized and directed to create and promulgate all rules and regulations necessary for the implementation of this article no later than January 1, 2025.

(b) The department is further authorized to issue, deny, suspend, or revoke a license or take other enforcement actions against a licensee or applicant as provided in Article 3 of Chapter 2 of this title.

(c) All rules and regulations and any enforcement actions initiated by the department shall comply with the requirements of Chapter 13 of Title 50, the “Georgia Administrative Procedure Act.”
