L. 2009, p. 204, § 6/SB 44, not codified by the General Assembly, provides: “This Act shall not be applied to impair an obligation of any contract entered into prior to the date this Act becomes effective.” This Act became effective July 1, 2009. Ga. L. 2009, p. 204, § 5/SB 44, reserved the designation of this Code section, effective July 1, 2009.
