Const. Art. VII, Sec. IV, Para. XII. Multiyear contracts for energy efficiency or conservation improvement. A constitution provision shown as in force is in force as printed in the volume. A court decision can make a printed provision unenforceable without changing the volume, and the volume does not record that. The General Assembly may by general law authorize state governmental entities to incur debt for the purpose of entering into multiyear contracts for governmental energy efficiency or conservation improvement projects in which payments are guaranteed over the term of the contract by vendors based on the realization of specified savings or revenue gains attributable solely to the improvements; provided, however, that any such contract shall not exceed ten years unless otherwise provided by general law. L. 2010, p. 1264, § 1), which added Paragraph XII to authorize state multiyear contracts for governmental energy efficiency or conservation improvement projects, was ratified at the general election held on November 2, 2010.
