# U.S. Const. Preamble. Preamble

A constitution provision shown as in force is in force as printed in the volume. A court decision can make a printed provision unenforceable without changing the volume, and the volume does not record that.

WE THE PEOPLE of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Bless-ings of Liberty to ourselves and our Posterity, do ordain and establish this CONSTITUTION for the United States of America.

## State Prisoners.

Constitutionally protected freedoms enjoyed by citizens-atlarge may be withdrawn or constricted as to state prisoners, so far as justified by the considerations underlying our penal system.
