Search matches the words of the document. Ask in the words the document would use, not the words of the question.

Put the words in the address: https://georgiacommons.org/opinions/search.md?q=open+records+act. Add `&in=headings` to search only case names and legal areas, and `&year=2023` or `&case_type=civil` to narrow.
