HB50: HB50 Special license plates; Delta Sigma Theta Sorority, Inc.; establish

Georgia law (O.C.G.A. § 40-2-86) already lists dozens of specialty license plates that support various agencies, causes, and nonprofit groups, with the money from plate sales going partly to the state and partly to the named organization. This bill adds one more plate to that list: a special license plate honoring Delta Sigma Theta Sorority, Inc. Under the bill, money raised from selling this new plate would be sent to the Delta Life Development Center rather than staying entirely with the state. Because creating dedicated-fund license plates involves a type of state fee, the Georgia Constitution requires a two-thirds majority vote in both the House and Senate for the bill to become law, and the bill spells out that requirement directly. It also repeals any conflicting laws.

If enacted, Georgia drivers would gain another option for showing support for Delta Sigma Theta Sorority, Inc. on their vehicles, and the Delta Life Development Center would receive a new stream of funding tied directly to how many people buy the plate.

• Section 1 amends O.C.G.A. § 40-2-86(l) by adding paragraph (71), creating the Delta Sigma Theta Sorority, Inc. special license plate.
• Section 1 also specifies that proceeds from the plate's sale go to the Delta Life Development Center.
• Section 2 requires a two-thirds majority vote in both chambers under Article III, Section IX, Paragraph VI(n) of the Georgia Constitution for the bill to take effect.
• Section 3 repeals any conflicting laws.
