Senate Resolution 905

A RESOLUTION

Congratulating and commending Andrea Barclay for receiving the 2026 Yellow Rose Nikki T. Randall Servant Leadership Award; and for other purposes.

WHEREAS, in 1999, Representative Nikki T. Randall became the first African American female elected to the General Assembly from middle Georgia, and over her 17 years of service as a legislator, she held numerous leadership positions, including chair of the Georgia Women's Legislative Caucus; and

WHEREAS, every year during Women's History Month, the Georgia Women's Legislative Caucus recognizes outstanding women in Georgia who exemplify the leadership and inspiration embodied by Representative Randall; and

WHEREAS, Andrea Barclay currently serves as the chief executive officer of Because One Matters, where she provides strategic leadership to advance the organization's mission of supporting children and young adults impacted by foster care; and

WHEREAS, under her leadership, Because One Matters delivers immediate support and long-term preparation for independence through initiatives such as a Clothing Boutique that provides children with brand-new clothing and essentials at no cost; life skills training that equips teens with tools such as cooking, budgeting, and career readiness; and signature community events that reinforce dignity, confidence, and belonging; and

WHEREAS, in addition to guiding the organization's vision and growth, she oversees program development, fund-raising, and community partnerships to ensure the organization continues to provide meaningful resources, life skills training, and memorable experiences for youth; and

WHEREAS, Andrea Barclay has established a reputation for dedicated service and effective leadership through her sustained efforts to improve the lives of children and young adults impacted by foster care, making a meaningful and lasting difference within her community and across the State of Georgia; and

WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this extraordinary servant leader be appropriately honored.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body congratulate and commend Andrea Barclay for receiving the 2026 Yellow Rose Nikki T. Randall Servant Leadership Award and extend best wishes for her continued success. BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed to make an appropriate copy of this resolution available for distribution to Andrea Barclay.
