Georgia's constitution already requires voters to be United States citizens, residents of Georgia, at least 18 years old, and not disenfranchised. This resolution proposes adding an explicit new clause stating that no person who is not a United States citizen may vote in any election held in Georgia. Because this is a constitutional amendment, it cannot take effect on its own. The resolution directs that the proposal be published and put before Georgia voters on a statewide ballot, with a yes or no question asking whether the constitution should be changed to add this citizenship restriction. If a majority of voters approve it, the new language becomes part of the Georgia Constitution.

Georgia law already limits voting to citizens, so this amendment mainly makes that restriction explicit in constitutional text rather than changing who can currently vote. Its practical effect depends on whether voters ratify it and how the added clause might be applied or enforced later.

• Section 1 amends Article II, Section I, Paragraph II of the Georgia Constitution, splitting the existing voting rights language into subsection (a).
• Section 1 adds new subsection (b) stating that no person who is not a United States citizen shall be entitled to vote at any election by the people.
• Section 2 requires the amendment to be published and submitted to voters as required by Article X, Section I, Paragraph II of the Constitution.
• Section 2 sets the exact ballot question wording asking voters whether to approve the citizenship voting restriction.
• If ratified by voters, the amendment becomes part of the Georgia Constitution.
