HB1380: HB1380 Special license plates; International Symbol of Access; provide issuance to current and former members of the General Assembly for qualified applicants

Georgia law already allows people with qualifying disabilities to get license plates marked with the International Symbol of Access, and separately allows current and former members of the General Assembly to get their own distinctive license plates under O.C.G.A. § 40-2-62. This bill adds a new provision to the disability plate law (O.C.G.A. § 40-2-74) that lets a person who qualifies under both programs combine them into one plate. A qualifying current or former legislator would apply on a form created by the Department of Revenue, pay a $25.00 manufacturing fee, and receive a plate showing both the International Symbol of Access and the design used for General Assembly member plates. The change would take effect January 1, 2027, and any conflicting laws would be repealed.

• Adds a new subsection (d.1) to Georgia's disability license plate law (O.C.G.A. § 40-2-74) creating a combined plate option.
• Allows people who qualify for both a disability plate and a General Assembly member plate (O.C.G.A. § 40-2-62) to get one plate showing both symbols.
• Requires a $25.00 manufacturing fee and a application on a form set up by the state Department of Revenue.
• Sets the effective date for the new combined plate option as January 1, 2027.
• Repeals any existing state laws that conflict with this new provision.

Current and former members of the Georgia General Assembly who also qualify for disability parking plates under state law, and the Department of Revenue, which must create the application form and issue the new combined plates.

For the narrow group of current and former Georgia legislators who have qualifying disabilities, this would mean one license plate that shows both their legislative status and disability parking access, instead of having to choose between the two plate types, for a $25.00 fee.

• Section 1 amends O.C.G.A. § 40-2-74 by adding subsection (d.1), letting qualified applicants get a plate combining the International Symbol of Access with the General Assembly member plate image.
• Section 1 sets a $25.00 manufacturing fee and requires an application on a Department of Revenue form.
• Section 2 sets the effective date of this Act as January 1, 2027.
• Section 3 repeals any conflicting state laws.
