HB 404: Conyers, City of; revise city boundaries

The City of Conyers operates under a charter first adopted by the Georgia General Assembly in 1978. This bill amends that charter to formally bring 27 specifically described tracts of land, identified by street address, land lot number, and detailed survey descriptions, into the city's official corporate limits. The properties are concentrated along Milstead Avenue and Milstead Road, Old Covington Highway, Old McDonough Highway, Old Salem Road, and Highway 138 in Rockdale County, and include commercial sites, roadway-adjacent parcels, and land near the Georgia Railroad right of way. Each parcel is described with a full legal metes-and-bounds description or reference to a recorded survey plat. The bill does not change any other part of the Conyers charter, such as its government structure or powers. It repeals any conflicting laws once enacted.

Property owners and businesses at the 27 listed addresses in and around Conyers, Rockdale County government (which currently has jurisdiction over unincorporated parcels), and City of Conyers officials who will now provide municipal services and exercise authority over this land.

Property owners in these areas would become City of Conyers residents or businesses, subject to city taxes, zoning, and services instead of only Rockdale County's, changing which government provides police, utilities, and regulatory oversight for these specific properties.

• Section 1 amends the 1978 Conyers charter (Ga. L. 1978, p. 3868) by adding a new paragraph (c) to Section 1-105 covering city boundaries.
