HB 553: Taylor County; Probate Court; authorize assessment and collection of technology fee

Currently the Probate Court of Taylor County has no specific authority to charge a technology fee. This bill would let the court's clerk, under an amount set by the probate judge, charge up to $5.00 for each civil action filed with the court and add up to $5.00 as a surcharge on each fine the court assesses. The money raised must be kept in a separate account and can only be spent on the court's technology needs: buying or leasing computer hardware and software, maintaining and installing imaging, scanning, fax, communications, projection, and printing equipment, and converting paper court records into digital files for public access. The bill sets an end date of July 1, 2035 for collecting the fee, after which any leftover money in the account stays dedicated to general Taylor County technology uses.
