HB 838: Newnan, City of; change corporate limits

This bill amends Newnan's city charter, originally adopted in 1987, to expand the city's corporate limits. It does so by inserting a new section into the charter that lists two parcels of land in Coweta County by tax parcel number and detailed survey description, and declares them part of the city. The first parcel is roughly 17.5 acres identified as Tax Parcel 087 2027 008, described by reference to a recorded survey plat. The second is a roughly 4.65 acre tract, Tax Parcel 087 2027 011, described through a detailed metes-and-bounds survey near Newnan By-Pass East and Poplar Road. The bill does not change any other part of Newnan's governing structure; it repeals any conflicting laws and takes effect as a routine boundary amendment once enacted.

Property owners of the two named Coweta County parcels near Newnan By-Pass East and Poplar Road, who would become residents or landowners within Newnan's city limits, as well as Newnan city government and Coweta County officials responsible for jurisdiction, services, and tax records.

Once these parcels become part of Newnan, they would fall under the city's zoning, services, and property tax jurisdiction rather than remaining solely under county authority, which can affect utility access, local regulations, and which government provides services to the land.

• Section 1 adds a new charter section, Section 1.2A, to the 1987 Act reincorporating the City of Newnan, expanding its corporate limits.
• Subsection (a)(1) adds a 17.504 acre tract, Tax Parcel 087 2027 008, described by reference to a recorded plat of survey.
• Subsection (a)(2) adds a 4.65 acre tract, Tax Parcel 087 2027 011, described through a full metes-and-bounds survey.
• Subsection (b) is marked 'Reserved,' leaving room for future additions without further renumbering.
• Section 2 repeals any laws or parts of laws that conflict with this Act.
