HR 1675: House Study Committee on Community Associations; create

Many Georgians live in homes governed by condominium associations, property owners' associations, or similar community associations that can set rules for private property. This resolution creates the House Study Committee on Community Associations to look into complaints that some associations enforce restrictions unevenly, charge fees and penalties without proper notice, or use fines as retaliation against residents, sometimes putting homeowners at risk of losing their homes. The committee would have seven House members appointed by the Speaker of the House, who would also name a chairperson. The committee can study the issue, hold meetings, and recommend legislation. Members get standard daily allowances for up to five days unless more are approved, paid from House funds. Any findings or recommended legislation must be approved by committee vote and filed with the Clerk of the House before the committee is abolished on December 1, 2026.

If the study committee finds evidence of arbitrary fee enforcement or retaliatory penalties by community associations, its recommendations could shape future legislation affecting how these associations operate and how homeowners are protected from losing their homes over disputed fees.
