HR 429: House Study Committee on Funding for Next Generation 9-1-1; create

Georgia's 9-1-1 infrastructure has changed little since it began in 1968, and the funding system that supports it dates to 1977, even though most 9-1-1 calls now come from mobile phones and could benefit from newer technology known as Next Generation 9-1-1. This resolution creates the House Study Committee on Funding for Next Generation 9-1-1 to look at the state's current funding rules and recommend reforms needed to pay for the shift from older 9-1-1 centers to modernized ones. The committee will have five House members appointed by the Speaker, who also names the chairperson. It can meet as needed, and members receive standard legislative allowances paid from House funds, capped at three days unless more are approved. If the committee approves findings or legislative recommendations by majority vote, the chairperson must file a report with the Clerk of the House. The committee is abolished on December 1, 2025.

The five House members appointed to the committee, the Speaker of the House who appoints them, and indirectly Georgia's 9-1-1 call centers, local emergency dispatch agencies, and residents who rely on 9-1-1 service that could eventually be affected by funding changes the committee recommends.

The committee itself makes no funding or technology changes; it only studies the issue and can propose legislation. Any real change to how Georgia pays for Next Generation 9-1-1 upgrades would depend on future bills based on the committee's findings, which must be reported by December 1, 2025.
