HR 752: Joint Study Committee on Cosmetology and Barbering Education; create

Private schools that train cosmetologists, hair designers, estheticians, nail technicians, and barbers do not currently qualify for the same state workforce development programs, scholarships, loans, and grants that students at the Technical College System of Georgia or other private postsecondary schools can get. This resolution creates the Joint Study Committee on Cosmetology and Barbering Education to look into that gap. The committee would have seven members: three from the House appointed by the Speaker, three from the Senate appointed by the President of the Senate, and one nonlegislative member appointed by the governor with experience in cosmetology and barbering education. It can hold meetings, study the issues, and recommend legislation. Legislative members get standard travel allowances, and the committee must file a report of any findings or recommended legislation before it is automatically abolished on December 1, 2026.

• Creates a seven-member Joint Study Committee on Cosmetology and Barbering Education to examine funding gaps facing these schools and their students.
• Directs the Speaker of the House and the President of the Senate to each appoint three legislative members, with one cochairperson each.
• Has the governor appoint one nonlegislative member with cosmetology and barbering education experience.
• Authorizes the committee to study the issues and recommend legislation, and sets rules for member expense reimbursement.
• Requires the committee to file a report with the Clerk of the House and Secretary of the Senate if it approves findings or recommendations.
• Abolishes the committee automatically on December 1, 2026.

Private cosmetology, hair design, esthetics, nail care, and barbering schools in Georgia, along with their students, plus the House and Senate members and the governor's appointee who will serve on the study committee.

If the committee finds that these schools and students lack access to state scholarships, loans, grants, and workforce programs available to technical college students, it could recommend legislation to change that, potentially opening new funding paths for people training in these trades.

• Paragraph (1) creates the Joint Study Committee on Cosmetology and Barbering Education.
• Paragraph (2) sets membership at seven: three House members, three Senate members, and one governor-appointed nonlegislative member with relevant experience.
• Paragraph (3) directs the committee to study funding and support issues facing cosmetology and barbering schools and recommend action or legislation.
• Paragraph (5) sets expense allowances for legislative members under O.C.G.A. § 28-1-8 and daily allowances for nonlegislative members under O.C.G.A. § 45-7-21, capped at five days unless extended.
• Paragraph (6) requires a report to be filed with the Clerk of the House and Secretary of the Senate if the committee approves findings, or meeting minutes if it does not.
• Paragraph (7) abolishes the committee on December 1, 2026.
