Georgia law requires the General Assembly to approve most sales, leases, and exchanges of state owned real estate. This resolution bundles together roughly 18 separate property transactions across 14 counties, each requested by the state agency currently holding the land, such as the Georgia Forestry Commission, the Department of Corrections, the Technical College System of Georgia, and the Department of Public Safety. The deals range from small road-widening conveyances to the Georgia Department of Transportation, to communication tower leases with Southern Linc, to a large settlement in Glynn County resolving an ownership dispute over roughly 4,086 acres of coastal marshland claimed by a private company, Glynn New Hope. In that case the state would quitclaim its interest into escrow while a wetland mitigation bank is pursued, in exchange for a share of future mitigation credit sales. Each authorization expires three years after the resolution takes effect, and it becomes law once the Governor signs it or it becomes law without his signature.
