SB 139: City of Mulberry; change the corporate limits of the city

The City of Mulberry was incorporated in 2024 under a Georgia General Assembly act that set its original boundaries. This bill amends that incorporation act to add a long list of additional properties in Gwinnett County to the city's official corporate limits. Each parcel being added is identified by its deed book and page number in the Gwinnett County Land Records, and in many cases also by a tax parcel ID number assigned by the Gwinnett County Board of Tax Assessors. The bill does not change the city's government structure, powers, or taxing authority; it simply redraws the map of what land counts as being inside Mulberry. The bill also repeals any other Georgia laws that conflict with this boundary change.

Property owners in Gwinnett County whose parcels are listed in the bill would become residents or landowners within the City of Mulberry. The change also affects the City of Mulberry's government, Gwinnett County officials, and the Gwinnett County Board of Tax Assessors, who track parcel boundaries and jurisdiction.

Land brought inside Mulberry's city limits becomes subject to city government, city services, and potentially city taxes and ordinances instead of only county rules. For the owners of the many listed parcels, this changes which local government has authority over their property.

• Section 1 amends the 2024 Mulberry incorporation act (Ga. L. 2024, p. 3518) by adding a '2025 Addition' section to Appendix A describing new territory added to the city.
• The added territory consists entirely of parcels located in Gwinnett County, each identified by deed book and page number in the Gwinnett County Land Records.
• Some parcels are further identified with specific tax parcel ID numbers as recorded by the Gwinnett County Board of Tax Assessors on the effective date of the addition.
• Section 2 repeals any conflicting laws, a standard clause clearing away inconsistent prior statutes.
