SB 305: Special License Plates; establish a specialty license plate honoring alumni of Alabama State University

Georgia law already allows the state to issue specialty license plates that support various nonprofit organizations, with the extra fees split between the general fund and the sponsoring group. This bill adds a new entry to that list: a plate honoring alumni of Alabama State University. Money raised from selling this plate would go to the Alabama State University Metro Atlanta Alumni Chapter. Because the Georgia Constitution requires a two-thirds vote in both the Senate and House to create new dedicated-revenue license plates, the bill would only become law if it clears that higher threshold. If passed, it would take effect January 1, 2026.

Georgia vehicle owners who are alumni of Alabama State University and want to purchase the specialty plate, the Alabama State University Metro Atlanta Alumni Chapter, which would receive the proceeds, and the Georgia Department of Revenue, which administers specialty license plates.

If enacted, Georgia drivers connected to Alabama State University would gain another specialty plate option, and the alumni chapter would get a new, ongoing source of funding tied to plate sales rather than one-time donations or dues.

• Section 1 adds paragraph (71) to subsection (l) of O.C.G.A. § 40-2-86, creating the new specialty plate and naming the Alabama State University Metro Atlanta Alumni Chapter as the funds recipient.
• Section 2 requires a two-thirds majority vote in both chambers under Article III, Section IX, Paragraph VI(n) of the Georgia Constitution for the bill to become law.
• Section 3 sets the effective date as January 1, 2026.
• Section 4 repeals any conflicting laws.
