Senate Resolution 1027

A RESOLUTION

Recognizing and commending Representative Carl Wayne Scott Gilliard; and for other purposes.

WHEREAS, Representative Carl Wayne Scott Gilliard has long been recognized by the citizens of this state for the vital role that he has played in leadership and his deep personal commitment to the welfare of the citizens of Georgia; and

WHEREAS, he has diligently and conscientiously devoted innumerable hours of his time, talents, and energy toward the betterment of his community and state as evidenced dramatically by his superlative service with the Georgia House of Representatives; and

WHEREAS, Representative Gilliard was born and raised in Savannah, Georgia, a community he remained deeply devoted to; and

WHEREAS, throughout his life he has played a significant role in establishing numerous programs and initiatives that strengthen and uplift his hometown; and

WHEREAS, he attended Morris Brown College, in Atlanta, Georgia, where he met Reverend Hosea Williams, who became his lifelong mentor and a had a profound impact on his life; and

WHEREAS, following college, Representative Gilliard returned to Savannah and founded the positive rap group Candy Love, using music as a platform to combat violence in his community and produce public service announcements; and

WHEREAS, in addition to his work with Candy Love, he wrote and produced gospel plays and hosted several radio and television programs; and

WHEREAS, in 2016, Representative Gilliard was sworn in as a member of the Georgia House of Representatives, representing District 162; and

WHEREAS, during his tenure, Representative Gilliard championed landmark legislation, including the Blind Bill, protecting the rights of blind parents; House Bill 750, the Chatham County Legislative Gang Prevention and Intervention Commission; and House Bill 479 which repealed Georgia's Citizens Arrest Law; and

WHEREAS, Representative Gilliard has served with honor and distinction with the Georgia House of Representatives, and his vision and unyielding commitment to the citizens of the State of Georgia will be sorely missed upon the occasion of his retirement.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body recognize and commend Representative Carl Wayne Scott Gilliard for his efficient, effective, unselfish, and dedicated public service to the State of and extend the most sincere best wishes for continued health and happiness.

BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed to make an appropriate copy of this resolution available for distribution to Representative Carl Wayne Scott Gilliard.
