  1. The provisions of this section shall not be construed so as to:

  2. (a)

    Unlawfully impair the obligation of any contract in effect on June 30, 1983.#

  3. (b)

    Revive or permit the revival of the obligation of any bond or security declared to be void by the Constitution of 1976 or any previous Constitution of this state.#
