Editor's notes

The constitutional amendment (Ga. L. 1991, p. 2032, § 3) which repealed Paragraph IV as inconsistent with the proposed amendments to Paragraphs II and III was approved by a majority of the qualified voters voting at the general election held on November 3, 1992.
