And call the meeting to... Is that- It may take a second to... There we go. There we go. I'm gonna go ahead and call the meeting to, uh, to order. Uh, and thank y'all. The State Properties, uh, Committee now is in session. And it really is in session now with, uh, uh, Chairman Sainz here. Good gracious. Uh, I'm gonna call on, uh, uh, Bill Werkheiser to, uh, offer up a word of prayer.
- 0:06:24
Okay. Father, we thank you for the opportunity to be here. Thank you for your goodness and everything we've been given, the country we live in, the state we live in. Father, we just pray that we would, uh, be wise, wise stewards of things you've given us in charge of. In Jesus' name we pray, amen.
- 0:06:42
Amen.
- 0:06:43
Amen.
- 0:06:43
Thank you, Mr. Chairman. I appreciate that. I'm gonna call on Marty Smith. And Marty is, uh, the head of our, uh, State Properties, and I'm gonna ask him to do a little introduction here. We have a new person on board.
- 0:06:58
Absolutely. Chairman, committee members, thank you very much for allowing us to be here today. And, uh, my name is Marty Smith for those who have not met. I've worked with most of you. But first I want to thank you and the committee, y'all. Always been a pleasure. Frank Smith usually handled the State Properties Commission. He's now with the Board of Regents. And we've got a, uh... It was temporary. He's been promoted now. He's taken over Frank's shoes, and this is, uh, Terry Jones. He's a Carroll County guy, too, as well. Got a big knowledge in, uh, what we do in properties at the state, too, so he is the new deputy executive director.
- 0:07:30
I've got the Georgia Building Authority, Georgia State Finance and Investment, and SPC, and Terry's taking over SPC for us. So I've challenged him that Frank never had issues. Chairman Green would always bring him up- ... within the committee, and I said, "I hope to never get phone calls in here the same way." But he's gonna walk us through today's committee. But we thank y'all for what you do in helping us get, you know, legislation through every, every year. But you're always a pleasure to work with. So if we need anything, please don't ever hesitate to call on us. But, uh, you know, I'm working with Representative Dunahoo on several things as well.
- 0:08:03
But we, we're always here to try to be efficient as we can to help as well. So please let us know what you need.
- 0:08:08
Thanks, Marty. Uh, you do a great job, and we really appreciate it. And we, we've certainly enjoyed already working with Terry, and, and thank you for that. Let me just two other, three other introductions. Uh, this is our legislative, uh, person, uh, over here. This is Kayla. Kayla. Kayla, you want to say anything? Nothing. Tell them to, tell them to come and see you. She needs a workload, y'all. Uh, let me introduce our intern, if you'll stand, and if you'll tell people who you are, where you're going to school.
- 0:08:42
Hi, everyone. My name is Birdia Somikamaran, and I'm a first-year student at Georgia Tech studying economics.
- 0:08:48
Go Jackets.
- 0:08:48
Go Jackets. Go Jackets. She's doing a great job for us, too. And Anna's back with us, and Anna has, uh, been with us several years now, huh? Yeah, a few years. Few years. Mm-hmm. Uh, and she moved from legislative council- Mm-hmm ... to research, so we're always glad to have her. And they are, they're available to you anytime. They, they are great to work with, and I know Marty's folks are, too, uh, to work with. And, um, uh, Marty and I are planning on having a walkthrough for the committee through the new, uh, legislative office building.
- 0:09:28
We're waiting for it to get a little warmer, and, uh, we'll put Don of, uh, Hard Hats, and he's gonna make, uh, cover that for us on, on that. So, uh, we'll do that, uh, one day and when y'all have a little quick time, which, uh, it's gonna be hard to do, but we're gonna find out whether we can do it or not. Terry, we're gonna have you to come up now and present, uh, House Resolution, uh, 1050.
- 0:10:04
Yes, sir. Well, first of all, uh, it's a pleasure to meet all of you.
- 0:10:07
Are you... We're gonna cut you on now. I think he's two. Two?
- 0:10:13
Nope.
- 0:10:14
Oh. Try that one. Are you two or one? Speak.
- 0:10:19
Hello? Hello?
- 0:10:23
Trying to...
- 0:10:24
Oh.
- 0:10:25
There we go.
- 0:10:26
There we are.
- 0:10:26
Okay.
- 0:10:27
Um, first of all, I'd like to say, uh, it's a pleasure to meet all of you. I'm looking forward to working with you, getting to know you. Um, this is an, an exciting opportunity for me. I appreciate the confidence that Marty Smith has in me in, uh, allowing me to serve as deputy, uh, uh, of the ex- uh, deputy executive director for the State Property Commission. So.
- 0:10:48
We're glad to have you.
- 0:10:49
Thank you, sir.
- 0:10:50
All right. Um, and I want to tell the committee if, if there's an issue, uh, with any of those as he's going through, and you can follow him on your synopsis there. You can stop him in, at that point instead of us waiting till we have to go back completely through, uh, the whole, uh, nine yards. So if you will just follow along, and any time that you have a question, he'll be glad to stop, and we can take that question. All right?
- 0:11:20
Terry, the floor is yours.
- 0:11:21
Thank you, Mr. Chairman. And I'm, I'm gonna run through these, so as he said, feel free to stop me if you've got a question. Um, we have 11 conveyances in this Resolution h- uh, 1050, starting with Clayton County, had a, a request to convey one acre, uh, being a portion of the Atlanta State Farmer's Market to the Georgia Department of Transportation, uh, for a turn lane to benefit the farmer's market there. In Dawson County, we have a lease, uh, request for .3 of an acre being a portion of the Dawson Forest Wildlife Management Area to Dawson County, uh, for the construction and operation of a telecommunication tower.
- 0:12:02
And this would be a 25-year lease with an op- opportunity to renew for an, an additional 25 years, uh, at a cost of $10 annually. - 0:13:13
This is to expand their parking there on the site.
- 0:13:16
Is this the speaker's, is this the speaker's portion there?
- 0:13:21
That's ... You want me to ... That is Bill Hitchens?
- 0:13:28
Bill.
- 0:13:29
Yes, sir.
- 0:13:29
Okay.
- 0:13:30
Yes, sir.
- 0:13:30
Um, while I've stopped him for just a moment, we have contacted every legislator that is affected by any of these.
- 0:13:41
Mm-hmm.
- 0:13:41
And we have not heard back from any of them-
- 0:13:44
No
- 0:13:44
... uh, that there's a problem or anything. But we con- contacted every legislator that was affected by any of these, uh, conveyances or easements. Not the whole delegation.
- 0:13:57
Right.
- 0:13:57
It is in that particular district.
- 0:14:00
Right.
- 0:14:00
And that's, uh, we've done that every year to make sure that they, they, there's no, uh, issues with them. Thank you.
- 0:14:10
Thank you, Mr. Chairman. Uh, we'll pick up with Floyd County. We have a request for a lease of 16,000 square feet, uh, of what's known as the Dillard Building on the campus of the Georgia School for the Deaf. Um, this is, uh, for the, uh, North Georgia Charter Academy, and it's a five-year lease, uh, consideration for $650 annually, uh, as well as reimbursement of expenses. Mr. Chairman, that does it for the conveyances.
- 0:16:37
Good. Good. Um, do I have any questions from the committee on any of these conveyances?
- 0:16:48
Yes, sir.
- 0:16:49
Just a very general background question, um, 'cause I would rather not save dumb questions till later. Um, but what are, what, uh, and just out of curiosity, what's the difference of, uh, where we put $1 versus 600 versus $10 for consideration?
- 0:17:05
Um-
- 0:17:05
Or is it just ...
- 0:17:06
Typically, if, if it is, uh, a, a lease or a conveyance to, uh, another, another government agency, that's when we can, uh, work out the, the, a nominal deal of a dollar or a $10 fee. Um, if it's, uh, a non-government entity, then we have to do it at fair market value.
- 0:17:25
Thank you.
- 0:17:26
Yes, sir.
- 0:17:26
Yeah, we, we always take care of the, uh, in regard to, uh, the idea that it must be used for the public good when it comes to, uh, those-
- 0:17:39
Yes, sir
- 0:17:39
... things. That was a good question, and I should've, uh, explained that before we started, but that's why we have good members like you.
- 0:17:49
You are the best, aren't they? Yes, uh, representative.
- 0:17:55
At the appropriate time, I'll move to pass.
- 0:17:57
Second.
- 0:18:00

- 0:18:04

- 0:18:38
