A RESOLUTION
Encouraging state and local governments to assist with reducing Wall Street landlord ownership of residential properties to help this state flourish; and for other purposes.
WHEREAS, the Neighborhood Assistance Corporation of America (NACA) launched a nationwide campaign on January 2, 2026, to address the predatory practices of major Wall Street landlords that are driving up rents and undermining affordable homeownership; and
WHEREAS, Wall Street landlords are concentrating their ownership in targeted urban and rural communities nationwide, having a devastating impact on local residents and the availability of affordable housing; and
WHEREAS, high rents and unaffordable mortgages are central drivers of today's affordability crisis, prompting NACA to mobilize renters and residents nationwide to challenge these predatory Wall Street landlords; and
WHEREAS, NACA has already informed 70,000 tenants across Georgia that their landlords are giant corporate predators, including Blackstone, Invitation Homes, and others, and is expanding this outreach to over 800,000 tenants nationwide; and
WHEREAS, Representative El-Mahdi Holly and Bruce Marks of the NACA are advancing the Neighborhood Ownership, Accountability, and Transparency Act to require Wall Street landlords to sell properties to owner-occupants on affordable terms and to eliminate government support for these institutional investors.
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body encourage the state and local governments of this state to assist with reducing Wall Street landlord ownership of residential properties to help this state flourish, make housing affordable, and encourage local governments to make use of the full extent of their home rule powers to return prosperity to the residents of this state. BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to make appropriate copies of this resolution available for distribution to the Secretary of State.
