A RESOLUTION

Recognizing and commending Marvin F. Billups Jr.; and for other purposes.

WHEREAS, Marvin F. Billups Jr. has dedicated over 21 years of service to DeKalb County, Georgia, contributing significantly to the county's Parks and Recreation Department through his roles as deputy director and interim director; and

WHEREAS, as deputy director, he has managed the comprehensive planning and research activities for a department serving more than 700,000 residents, overseeing business systems, resource management, and departmental coordination across multiple divisions; and

WHEREAS, during his tenure as interim director from 2016 to 2018, he played a critical role in the development and direction of department programs, policies, and financial resources, managing capital improvement initiatives, applying for grants, and serving as a representative to various governmental organizations and citizens' groups; and

WHEREAS, in addition to his leadership roles, he has provided strategic support to the director of Parks and Recreation, performing in-depth research and analysis to enhance internal operations, improve service delivery, and ensure resource efficiency; and

WHEREAS, his professional contributions extend beyond DeKalb County to include service in national and regional organizations such as the National Recreation and Park Association, where he has held leadership roles such as president, Board of Trustees member, and chair of the National Forum; and

WHEREAS, a dedicated member of his community and professional field, he has additionally served on the Maryland State Park Advisory Commission, the Georgia Board of Natural Resources, and on the Board of Directors for the Family League of Baltimore and Safe and Sound; and

WHEREAS, in recognition of his devoted leadership, extraordinary contributions, and lasting impact on the field of Parks and Recreation, he has received awards from the National Park Service, the Georgia Recreation and Park Society, and the American Park and Recreation Society; and

WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this remarkable and distinguished Georgian be appropriately recognized.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body recognize and commend Marvin F. Billups Jr. for his efficient, effective, unselfish, and dedicated service to DeKalb County, Georgia, as well as extend the most sincere best wishes for continued health and happiness. BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to make an appropriate copy of this resolution available for distribution to Marvin F. Billups Jr.
