SR 1048: Senate Mileage Based User Fee Study Committee; create

Georgia currently charges owners of electric and other alternative fueled vehicles a set annual licensing fee to help pay for road upkeep, instead of the per-gallon motor fuel tax that gasoline and diesel drivers pay. This resolution says that flat fee may cause some owners to overpay and others to underpay compared to their actual road use. The resolution creates the Senate Mileage Based User Fee Study Committee to study whether Georgia should switch to a program that charges electric vehicle owners based on miles driven. The committee would include five senators plus the state commissioners of transportation and revenue (or their designees), and would examine billing methods, privacy protections, enforcement of unpaid fees, and how other states run similar programs. The committee must file any findings and recommended legislation before it is abolished on December 1, 2026.

Electric and other alternative fueled vehicle owners in Georgia who currently pay an annual licensing fee, state senators appointed to the committee, the Department of Transportation and Department of Revenue, and potentially any future third-party contractor that could administer a mileage fee program.
