HB 1380: Special license plates; International Symbol of Access; provide issuance to current and former members of the General Assembly for qualified applicants

Georgia already issues special license plates to current and former members of the General Assembly under O.C.G.A. § 40-2-62, and separately issues plates with the International Symbol of Access (the wheelchair accessibility symbol) to people with qualifying disabilities under O.C.G.A. § 40-2-74. This bill adds a new provision to the disability plate law so that a lawmaker or former lawmaker who qualifies for both types of plates can get a single plate showing both the legislative design and the International Symbol of Access. To get the combined plate, the person must fill out a state form and pay a $25.00 manufacturing fee. The change would take effect January 1, 2027, and applies only to people who already meet the existing eligibility rules for both plate types.

Current and former members of the Georgia General Assembly who have qualifying disabilities and already hold or qualify for both the legislative license plate and the disability parking plate; the Georgia Department of Revenue, which issues license plates and would need to create the new application form.

For a small group of lawmakers and former lawmakers with disabilities, this would mean not having to choose between a legislative plate and one showing the accessibility symbol, since a single plate could display both, at a $25.00 cost.

• Section 1 adds subsection (d.1) to O.C.G.A. § 40-2-74, letting qualifying applicants combine the legislative plate under O.C.G.A. § 40-2-62 with the International Symbol of Access.
• Section 1 requires a completed department application form and a $25.00 manufacturing fee for the combined plate.
• Section 2 sets the effective date as January 1, 2027.
• Section 3 repeals any conflicting laws.
