No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.

The amendment above was proposed by Congress in 1789 and ratified by the required majority of states by virtue of the 38th ratification in 1992. The amendment was certified by the Archivist of the United States on May 18, 1992. See 57 Fed. Reg. 21,187 (1992).
